I installed Windows 10 1703 and sleep mode worked fine.
In Lubuntu, it can sleep.
In bios there are 2 sleep settings (I believe S5 and S7 or S3 and S5). One of them, will turn the Pi off; the other is regular sleep mode. Stock settings should work fine.
